Who's Who
Richard F. Pops. Richard Pops has been Chief Executive Officer of Alkermes since February 1991. Under his leadership, Alkermes has grown from a privately held company with 25 employees to a publicly traded, emerging pharmaceutical company with more than 450 employees in multiple locations in the United States. Richard currently serves on the Board of Directors of: Alkermes, Inc.; Neurocrine Biosciences, Inc.; Reliant Pharmaceuticals, LLC; CombinatoRx, Inc.; the Biotechnology Industry Organization (BIO) - current Chair; the Massachusetts Biotechnology Council(MBC), the New England Healthcare Institute (NEHI) and Harvard Medical School Board of Fellows. He also serves as Chair for the Harvard Medical School Advisory Council for Biological Chemistry & Molecular Pharmacology (BCMP).
James C. Greenwood. James C. Greenwood is President of the Biotechnology Industry Organization (BIO) in Washington, D.C., which represents more than 1,000 biotechnology companies, academic institutions, state biotechnology centers and related organizations in all 50 U.S. states and 33 other nations. BIO members are involved in the research and development of health care, agricultural, industrial and environmental biotechnology products. Mr. Greenwood represented Pennsylvania's Eighth District in the U.S. House of Representatives from 1993 through 2004. As a leader on health care issues, he authored numerous bills signed into law including legislation to promote pediatric labeling for pharmaceuticals, reform medical device review and approval, and expand research and establish innovative programs to address traumatic brain injury. His legislation to reform medical liability insurance passed the House several times but stalled in the Senate. From 2001 to 2004, Mr. Greenwood served as Chairman of the Energy and Commerce Committee Subcommittee on Oversight and Investigation with oversight authority over all issues in the full Committee's vast jurisdiction. He held hearings on topics ranging from bioterrorism to corporate governance to the safety of nuclear power plants. Prior to his election to Congress, Mr. Greenwood served six years in the Pennsylvania General Assembly (1980-1986) and six years in the Pennsylvania Senate (1986-1993). He specialized in health, environment, and children's issues. Mr. Greenwood graduated from Dickinson College in 1973 with a BA in Social Work. From 1977 until 1980, he worked as a social worker with abused and neglected children at the Bucks County Children and Youth Social Service Agency. Mr. Greenwood resides in Erwinna, Pennsylvania with his wife and three children.

• Mark McClellan, MD, PhD, Administrator, Centers for Medicare and Medicaid Services
Who's Who
Mark McClellan, MD, PhD. Following Senate confirmation by unanimous voice vote, Dr. Mark McClellan was sworn in as Administrator of the Centers for Medicare and Medicaid Services on March 25, 2004. Dr. McClellan previously served as Commissioner of the Food and Drug Administration beginning in November 2002, following Senate confirmation by unanimous consent. During 2001 and 2002, Dr. McClellan served in the White House as a Member of the President’s Council of Economic Advisers, where he advised on domestic economic issues and was a senior policy director for health care and related economic issues. From 1998-99, he was Deputy Assistant Secretary of the Treasury for Economic Policy, where he supervised economic analysis and policy development on a wide range of domestic policy issues. Dr. McClellan is on leave from Stanford University, where he was Associate Professor of Economics and Associate Professor of Medicine at Stanford Medical School. At Stanford Medical School, Dr. McClellan was a practicing internist and Director of the Program on Health Outcomes Research. He was also a Research Associate of the National Bureau of Economic Research and a Visiting Scholar at the American Enterprise Institute. Additionally, he was a Member of the National Cancer Policy Board of the National Academy of Sciences, Associate Editor of the Journal of Health Economics, and co-Principal Investigator of the Health and Retirement Study (HRS), a longitudinal study of the health and economic well-being of older Americans. Dr. McClellan’s research studies have addressed measuring and improving the quality of health care, the economic and policy factors influencing medical treatment decisions and health outcomes, estimating the effects of medical treatments, technological change in health care and its consequences for health and medical expenditures, and the relationship between health and economic well-being. He has twice received the Arrow Award for Outstanding Research in Health Economics, and he is a Member of the Institute of Medicine. He earned his MD degree from the Harvard-MIT Division of Health Sciences and Technology and his PhD in Economics from MIT. A board-certified Internal Medicine physician, Dr. McClellan completed his residency training in internal medicine at Brigham and Women’s Hospital in Boston, Massachusetts. Dr. McClellan is married to Stephanie and has twin five-year old daughters.
